I would allow the rigger to choose. The RBB gives rules for
power consumption for drones operating at various speeds. The rigger in
control of the drone should be able to say, "my drone is going at X
speed." As long as this doesn't exceed the drone's maximum, it should be OK.
As far as autopilot-controlled drones go, the GM should decide the
speed of the drone, taking into account the level of the autopilot and
the order the autopilot was given.

There are a few things I can't stand about the vehicle rules in shadowrun.
#1 A vehicle can go from 0 to a multiple of his crusing speed in 3 second or
less. Physical boys and girls. =:o
#2 If a street sameri has three actions and a vehicle has 1 action then the
street sam can shoot it four times (simple actions) before the vehicle can
move an inc.. Centimeter.
#3 that same vehicle would make a crash test before it moves that
formentioned centimeter all while it's travelling at high speed. =:o
#4 It gets to monotonous to list the other fifty. =:o
