I have two general questions that I can not find answers to, or I am
confused about.
1) The wording in the BBB for using Spell Defense dice is confusing. at
what point do you have to say you want to use it? At the beginning of the
round? Every 10 phases? can you allocate right when you are being attacked
by a spell if you didn't previously allocate it? do you have to know you're
being attacked by a spell in this case?

2) what is the rule concerning dual-natured beings and wards? Can a
dual-natured being walk through a ward? I can't find a rule concerning
this.

No, it can`t without attacking the ward. his astral from is alwasy active
and will so be blocked by the ward.

As the person providing it (hereafter "the magician") or as the person
wanting to use it ("the user")?

The magician can allocate spell defense dice on each of his or her actions
-- the player tells the GM "I allocate X dice to spell defense". Then,
whenever someone within LOS of the magician becomes the target of a
spell, that person can use spell defense dice, but only if the magician
allows it.

The rules on page 132 of SRII are a bit vague about whether or not the
magician has to actually say who can use the spell defense dice at the
time they are allocated, or whether the decision can be made at the time
someone wants to use the dice. BTB it seems like the former, but I tend
to go for the second option, as it's quicker.

No. The magician has to allocate these dice on one of his or her actions.

> do you have to know you're being attacked by a spell in this case?

It looks like the magician will know when targets protected by spell
defense are targeted with a spell.

Wards try to block astral movement, and a dual-natured critter is astrally
active -- thus, a ward tries to prevent the critter from going through.

In order...At the beginning of the vehicle's action phase (remember, non-
rigged characters in a vehicle use the vehicle's initiative (IIRC)).

Answers the "10 Phases" part...

Allocating Spell Defense is a "prepared" action, so no, you can't allocate the
dice upon noticing....technically, if the GM allows such, the magician in
question coul attempt to engage the spell in Sorcery Combat, with a +4 action
modifier (performing a complex action modifier).

Wards are "Barriers" against Dual Natured Beings....Grimoire II.
