Could that be part of the reason Big D wanted an acre of wheat grown in
space, and on the ocean floor? To allow people to survive the scourge
without Kaers?

The ocean floor is NOT inherently safe from horrors. Space probably is,
but I would't put it past a horror to bring an orbital colony down with
a rocket. However, "biosphere" type techniques would be needed in any
Kaer that somebody DID eventually build. Many ED kaer dwellers died
from starvation and polution.
His motives may have been more mundane- population pressure, promotion
of expansion and better resource management. Long term species
survival, the next 10,000 years, not just the scourge, would be greatly
aided by expanding mans ecological knowledge and diversity of habitats.
Or he's a questor of Garlin (?), the passion most fond of farming.
