Regarding the presence or absence of the additional meta-races in Earthdawn
and their relation to the appearance of the Horors.

The two (meta races and Horrors) need not require similar amounts of mana in
orer to exist. An example in chart form:
Mana Level Required Race
0 Human only
1 Elves, Dwarves
2 Trolls, Orks
3 Horrors can build bridge
4 Obsidimen, Skrang, Windlings; Horrors grow more powerful
