I know that I have seen rules covering edges and flaws, but I cannot seem
to locate them in any of my books. Whether it was in a book or something I
read somewhere else, I don't rightly remember. If someone could point me in
the right direction, I'd be much appreciative.

Either edition of the Shadowrun Companion is what you're most likely
after.

The 3rd ed reprint is obviously better as it has revised costs for a few of he
edges and flaws. Most importantly "apptitude" is up to 4 (should be out all
together if you ask me)
