I'd say "no." It says fire adepts can only cast Combat spells in the
section of the book that describes what each spells adept can cast, and
Manipulation spells aren't Combat spells. Flamethrower and similar spells
are therefore out of the character's reach.

E=mc^2 :) Despite that, however, I wouldn't allow an earth adept to cast
Barrier -- it's not matter-based. The character could try and design a
spell that creates a brick wall out of thin air, though. Or perhaps forms
the nitrogen and oxygen molecules that are in the air into a solid wall,
since that's also manipulation of matter.

It can be fun _without_ Barrier spell. It just means the character will
have to think of other solutions (the Shape Earth spell from Awakenings,
for example).
