As I recall (and admittedly, my texts are NOT present), this departure from
earlier precedents where Armor altered the effectiveness of Combat Spells to a
situation where it performs wholesale circumvention of said protection was
included in the Second Edition Manual, which also contained the Elemental
Effect fire spells. As no mention is made of a special case in the instance of
such metaphysical attacks; I would therefore conclude that they are only thus
modified in cases where an Elemental Effect has been incorporated into a
Damaging Manipulation spell.
