I have only been skimming this thread, so I don't know if anyone else has
already stepped and resolved the issue.

Elves and Dwarves are born expressing their metatypes. They do not
goblinize.
Orks and Trolls can goblinize from humans, but most of them, too, are born
as orks and trolls. Goblinization is rarer and rarer as the magic level
rises. It was rampant early on in the rise, but by now in SR (2060) it has
become less common.

I don't know where the mention of a goblinized dwarf appeared, but it was
most likely a mistake and got through editorial by accident. Sometimes this
drek happens as you all know <smile>.
