Possibly, although not necessarily. A theory which draws from decidedly more
contemporary events would be to suggest that the powers that be in Atzlan,
i.e., Aztechnology, have either some information or definite speculation as to
the various secret activities among the Elves of Tir Tairgire.

Remember, Aztechnology is one of the most magically-active of the
MegaCorporations, one result being that they are aware of, and prevent
infiltration of, the Universal Brotherhood (read: would not touch them with a
ten meter cattle-prod). Due to the fact they have successfully pierced the
"one-world goodie-goodieness" veneer of normality shrouding the Brotherhood,
they may have educated guesses as to exactly in WHAT the Elves are engaging.

Of course, it may only result from continental power rivalry. Being as the
Tir and Aztlan are the only two truly potent magical nations on the North
American continent, either nations is the greatest potential threat to the
other. As a consequence, it would be not be terribly surprising that there
could be a measure of inherent rivalry under such circumstances.

Magically powerful ? Hmmm... Maybe but I'm not sure, those NAN nations can sure
kick up a good ghost dance when they want to and I'm sure the UCAS wage mages
are not to be messed with. Actually though there is one country more magically
active than either of these two in NA, the Trans Polar Aleut (Sp ?) nation.
I won't say more powerful as it's a bit of a backwater but it seems they use
more magic than either of these two nations.

Well that's what they say in the TT sourcebook anyway.
