I have a problem with the Encephalon as written in the Shadowtech
book. It states a number of different things - it increases users'
intelligence for certain tasks (Knowledge, technical, B/R), while at
the same time provides a general intelligence bonus. In addition it
gives a task pool, which can be used for 'any skill test' - but
according to logic, it should only apply to the abovementioned
skills.

So, what I am wondering is, how do you use it?

(This is the absolutely vaguest item description I've seen, AFAIK...
is there any rulings on it somewhere?)

First of all, after you stick it in your head, you add its rating to your
Intelligence, re-calculate your Reaction, and write down the Task Pool on
your character sheet.

Once in the game, if you make a Technical, Knowledge, or B/R skill test,
you throw a number of extra dice up to the Task Pool rating (less if you
want to, but why do that?), which makes you good at recalling knowledge
and a wiz with a soldering iron.

Furthermore, i you have headware memory you can access the data in it, or
any non-active skills that have been uploaded into it. This removes the
need to also get a data link to access headware memory.

Yup, that's also messed up in the German version, but the way I see it
(and the only way I've ever seen it being used) is this: You get an
intelligence bonus (permanent) and the task pool which can be added to
your knowlege, technical and B/R skills. There is no additional boost in
intelligence (which wouldn't make any sense anyway) and no task pool for
the the other skills (why should a higher intelligence make you a better
shooter?!)
