True. However, a learned and thorough Game Master should avoid being wholly
arbitrary in dismissal/negation/ignoring rules and regulations. If there is
going to be a modification to the rules present within the Manual and
supplementary texts, there should be a cause, a reason for it.

So-called "House Rules" should not have their origins or be instigated by the
mere virtue of the Game Master's desire, rather, by a thoughful explanation of
the different or altered approach to a aspect of the game system.

The above opinions should not be interpreted to mean that I claim a Game Master
is bound to justify all his actions to the players, but there should be
limitation upon exactly how arbitrary he may be.
