Actually an Executive Order has the force of Law. It is and always will be
a Law of the Land, the trick is it Technically only affects the Exectuive
Branch of the government or any Authority that draws it's power from the
Executive Office. FEMA is a good example of this, it was created by
Executive Order and it's power is derived from the Executive Office by
Executive Order. Congress can pass laws that affect the entire U.S.A. while
an Executive Order only affects that particular branch of Governmet and can
be struck down by Congress it seems to be done rarely (the striking down
that is, XO's are way to common).
