Can expendable fetish foci be used to cast exclusive spells? Also, the
"exclusive complex action" referred to in their description(p.190), does
this refer to the foci's activation, or it's use. Thanks in advance.

Why couldn't they be? Because they require activation? Casting a spell
is a complex action anyhow; all the exclusive modifier adds is you can't use
sorcery dice for any other purpose at the same time, basically.
In any event (regardless of my half ass explanation of exclusive spells
above), you can cast an exclusive spell using dice from a focus, and an
expendable focus is just one kind thereof.

I don't see why you couldn't use the fetish to aid in the exclusive spell.
You couldn't activate a Foci in the same action as an exclusive action
anyway because I believe (correct me if I'm wrong) that all of the
exclusive actions are also complex actions, while activating a foci is a
simple action. If the foci was already active, I would not see any problem
with using it in the casting of an exclusive spell. Foci don't interfere
with your ability to astrally project which is exclusive sooooo.
