during a firefight, here is our .02Y :)
We found the use of all these target numbers to seriously impede the effects
of firefights.

The group started to focus more and more in HTH.
{Now, be truthful...There are modifiers for HTH as well}
Yes, there are. But the numbers still do not tend to get as high.

I started to implement a type of street code, that started with the gangs in
Aztlan-NAN border regions and moved into Cal-Free, NAN, Seattle, and slowly
into many other places. This code focused on HTH as being a 'better'...
[Frag that. It is the *only* honorable way to fight. Only a slim dwellin'
trog would use a gun!]

helicopter with your physical prowess.}

You can say that again. You are never funny. Now shut-up all of you, I am
speaking now.
Where was I...Yes, the code established HTH as the most honorable way to
engage in combat. Ranged combat should only be used to bring an opponent
into range for HTH or distroy a vehiclular or similar type weapon. Of
course, different regions ahd different variations, and most just develped
their own interpretation of this code. It completely changed combat in my
gameworld. Mages fell under this code as well. The mages became to
experiment with using spells in 'different' ways, and big combat spells
became either mostly touch or designed to effect physical items.
(Of course, this had no effect on me. I do not engage in such gastly
behaviors.)
