Can a free spirit exert its innate spirit powers (Accident,
Search, Conceal) outside of its original domain?

ie Could Wally, the Free Swamp spirit, use its power of Binding
on a asphalt street?

Free Spirits are not restricted to any domain, and yes, their powers work
outside of their native domain.
