This one I would have to argue, I would say Movement would apply to
spell casting, but if casting a combat spell and you can see even the
smallest sliver of your opponent, like the foot under a bathroom stall,
they are in LOS. With combat spells you aren't targeting a location, you
are tageting an aura, it doesn't matter how much of that aura it visible
just that it is, that why combat spells ignore armor of any kind (cyber
or otherwise) you aren't targeting the body, but the life behind the
shield, and also the reason no one "call-shot"s a mana bolt. In full
darkness (+8 Visibility), a touch spell would still work, and with
detection spells, sight even isn't a consideration. But with
manipulation spells which physicaly create the desired elements and
project them at the mages command, visibility, cover and so forth would
apply.

Shamans and initiates would be the only ones to realy use gesture. And
as far as movement, unless a character is activly moving (+1 Attacker
walking) then the window,IMO would have offered no penalty, as it was
obviously a combat spell to keep the elemental effect from blasting
against the window ("At point blank range to a window you want to cast
acid!") and the mage had a target to see ("Mana ball on the bad guy!")
On a side note, I personly don't stack target number against my players
and actualy have dropped the lethality (in a House Rule kind of way) to
keep a more comic/action movie like feel.
