I would recommend the newsgroup rec.games.design. That is where I use to
get opinions and thoughts for my own game I am working on writing (an
interstellar cyberpunkish game, very dreary and Gibsonian).

1) Get an idea
2) Figure out some rules
3) Play with your friends; note loopholes
4) Fix loopholes
5) Word Processing makes it a lot easier

What do you want to do, market them? In that case, write to individual
companies and ask for their writer's guidelines. Steve Jackson Games has
an extensive set covering everything from magazine articles to full-blown
games and sourcebooks. Or, if you and your friends have some extra money
lying around, Use a word processor to make it look really spiffy and clean
and print up a few copies to sell to the local crowd. You may not make it big
or earn lotsa money, but it's you'll be locally famous (or infamous) and have
a warm, mushy feeling inside (check your diapers).

two book on the subject that i have are "FANTASY WARGAMING" compiled and
edited by BRUCE GALLOWAY - stein and day/publishers, scarborough house,
briorcliff manor, n.y. 10510
and "DICING WITH DRAGONS" by IAN LIVINGSTONE - new american library,
inc, 1633 broadway, new york, new york 10019
