Well, I know one player (not from my group, luckily) who plays this character.
From what I hear, he keeps driving all other players mad, because he has parts
of this "speed" attitude even in RL and surely knows to play it (popping up to
your right and left nearly simultanously, babbling all the time etc.).

If you _really_ want to get rid of "speed"-characters, take the rules from
Cybertech pp57-58 (yeah, finally I got it! :-.) about "Cyberware and social
interaction". Consider raised speed (reaction and initiative dies) as
obvious and especially annoying. See the character's (and player's :-) face
get longer and longer while his/her contacts leave him/her alone... :-)
Should cure anybody...
