I'm sorry to break this to ya, folks, but in humans, Magic is _mostly_
DNA. Sure, if someone has the DNA and doesn't want to (or know how to) use
magic, then they won't. i.e. Samuel Verner in _Never Trust a Dragon_.
Somehow, in magic using animals, they have managed to pass the genetic codes
and shapes of their DNA on to all their offspring, but not humans, there's just
just too much variability. And don't talk about free spirits like they are just
paranatural animals. Free Spirits _*ARE*_ magic, use magic, and basically live
magic. Of course they can toss spells with the best mages around, (or use
powers, however you want to look at it.)
