Would building Remote Contol Cars/Tanks/Trains (Like kiddies play with) Be
part of the Ground Vehicles B/R Skill? If so, how much Ground Vehicles B/R
could be learned by building such devices.

Yes, B/R Ground Vehicle (Remote Operations) would also assist the person with
knowing something about repairing their much larger cousins, except for one
thing, the Remote Operations skill part is a concentration of the category,
and most people who deal with ROs also have some knowledge of how to fix the
larger vehicles, though at most they would have a skill of 1 in the general
category, and the concentration would be much higher ... unless the person
spends more karma to learn more about repairing larger vehicles than the
drone.

On the one hand, I'd say it would fall udner Ground Vehicles B/R, while
on the other it seems to me that being able to build an RC model car
doesn't really teach you all that much about maintaining or building a
full-scale car... However, in the interest of simplicity, I'd say the two
fall under the same skill, yes.

SR doesn't really work that way, except if you use the learning rules from
the Companion. In that case, I'd say you have to work on RC vehicles for
the required training time in order to raise your skill level.

Hmmm that's hard to say some models are very realist while others are
not.
It would depend of the level of detail in the models IMO. Would make an
intersting background for
a rigger however. He/She started out building toys started as kid.
Wanted to find out more about the
real things so reading about them as a hobbie. Then designing more
realistic replicas until they got to
point of actually designing full blow drones.

Yes, the details/realism of the models would be a big consideration.
What would really make an electric, wheeled drone much different than an RC
car? I mean usually a drone will have more wizzer stuff, but it would work
similarly.

Actually, I used this as a hobby for a decker. I didn't want to take a
concentration but, I would have to give _myself_ penalties for working with
anything but electric vehicles at least for a while.

In a way yes: what else is a drone but a fancier version of an RC toy?
I'd say electronics B/R are likely to play a big role, but R2 does not
require it for many takes where I think it would be much more important
to know electronics than the vehicle you installing them on. Vehicle
B/R apperently incorporates a LOT of electronics, which is sensable, but
then the defaults should be closer. EXAMPLE: whats the difference
between a caralarm and a building one? Not a lot, form th POV of
by-passing it.
