GURPS Cyberpunk is a genre sourcebook; the entire spectrum of possibilities
and common elements is discussed. Rules for cyberware, mostly reprinted from
Ultra Tech, coupled with rules for designing cyberdecks, a network, and
extensive discussion of what to consider in your world (Oppresive Global
Government, Nation States, or tiny fractured countries (a global Bosnia)
as well as the iompact of medicine, technology, and other things make this
a book with many options for you to consider in designing your Cyberpunk
world.

GURPS Cyberworld, however, defines all of the variables. It is a campaign
world setting. It sets a year, the technology available, the political and
economic situation, and other things. If you already have a campaign world
fleshed out, you do not need Cyberworld except perhaps as a source of further
ideas. I glanced through it and decided I could live without it, but you may
find it useful as a timesaver.
