If you are using cover to your advantage, you get half of the penalty the guy
trying to shoot you does. Ie if you are at +6 to be hit because you are behind
a wall, then you are at +3 when you try and shoot back. Also, if they drop out
of view or whatever, it uses a simple action. It uses another one to get back
into view, wasting a shot. You could also allow the guy shooting back to ready
a reaction and blow him away when he stands up from behind cover.
