I've seen everywhere Hardened Armor ...
I don't see in the rules where it is ? does it mean that if the power doesn't
exceed the armor rating before using the multiple rounds rule , there is no damage
or is it something other ?

It's in Fields of Fire. It's for mil-spec armor (ie, you're not going to
find it on the street, or if you do it's going to be tres expensive).

Very simply, hardened armor works like a barrier: if the base power of the
attack is less than or equal to the appropriate armor rating, the attack
bounces off entirely. Simple, neh? But not nice when the heavy mil-spec
stuff can bounce a Panther Cannon.
