Fields of Fire has hardened armor, but everything in there is also in CC so
you won't really need to pick it up just for that armor :) At any rate, all
you really need to do to create more kinds of hardened armor is to add gel
packs to existing body armor types -- hardened secure jacket, hardened
armor vest, and so on are all possibilities.

Seriously, adding gel packs is only really useful in armor with fairly high
ratings. I mean, a hardened armor vest is all well and nice, but you're not
often attacked by something with a Power Level of 2, and if you are, it's
going to be easy enough to resist for most shadowrunners anyway.
