In the Theran Empire sourcebook, "Heavenherd" is the title that the
Therans give to their very best magical researchers. There is one
particular woman called "Queen of the Heavenherds" (an informal title)
who is a really drek-kicking hot magical researcher, and I have her
pegged for Sheila Blatavaska, head of the Atlantean Foundation.
In Cybertechnology, the Heavenherds are in Azania, not Tibet, IIRC.
