While this is never covered in the official rules, I can tell you that if the
circle is active, the characters actions will have no effect. In fact I would
have them recieve a mild (or stronger if the persist) shock for trying. If
the circle is inactive, the mage will be annoyed becauce he has to pull out
his spare circle materials (no cost) to redraw (no real time penality) the part
of the circle the PC rubbed.

It is the GM's option to either give the spirit a threat rating or a combat
pool. Use whichever you perfer.
