However, the VR2 and R2 both have addendum rules concerning Encephalon's and
Skillsoft Usage. Encephalon + Computers Chip is possible for neural
operations, and the Task Pool from the Encephalon becomes the "Hacking Pool"
for the operation group. Encephalon + Driving Chip(s) is possible for VCR
using pilots for similar reasons. I -assume- the control pool is -just- the
bonus for the VCR as a comparison between the two, but that is something Jon
should answer, IMHO.

Now I am uncertain as to what would happen with combining a Skillwires and an
Encephalon, perhaps a bonus to the effective rating of the Skillwires or
Skillwires+ systems could be aquired, perhaps not.
