My little submission to the layering armor debate.

Almost all armor is obvious. Especially when you try to layer a lined
coat over an armor jacket over form fitting 3. As a little known segment
of the Neo-Anarchists Guide to Real Life says, polite socitey doesn't
exactly like it when a walking tank strolls into their restaurant.

What does this mean? Let your PCs armor themselves up as much as
logically possible. But when they try to met Mr. Johnson at "Chez
Nuyen", they ain't gonna be let in. If they walk down Money Street in
Bellevue, the cops are gonna be called. The only time you would want to
layer that much armor is if you are expecting to be in a BIG firefight.
And normal people don't really realish the idea of getting involved, even
peripherally, in a firefight.
