Weeellllllllll....... it depends on which elves you're talking about, IMHO.
The Tir Tairngire elves would prefer to deal with other elves (after all,
these buggers feel WAY superior to anyone else), most Japanese only hire
humans if at all possible, but for just about anyone else I'd say it's based
on personal bias: Joe Manager doesn't like dwarves, so he hires them only if
he absolutely has to.
That's the way it goes in my SR game/universe: if a group has a bias against
another group, it's only because they banded together _after_ they formed
the bias, not because "all <group> hate all <other group>" -- way
too
