I always do the numbers first. I'm not very good at making the numbers
fit a background, and I figure I'm likely to throw in stuff that doesnt fit
a background in my case. This often leads to unexpected results, because
I'll do things like decide that being an orc really doesn't hurt my mage
characters abilties even though that's not a character concept I'd started
with. Maybe this method works best for me because I really don't consider
one character background more intersting than another (yes, some are better
written, but "people are people" to me), unless there are some "facts"
(I.E.
numbers) backing it up. In fact, I don't really like reading character
backgrounds on the web if there aren't any stats with it, because its hard
to judge just what the background means to how the person plays the game.
