- atmospheric fission (I don't know if fusion works as well) detonations
- BIG spark-gap transmittors, close to the thing.
- explosive compression (via, of course, explosives) of superconducting?
wire coils with current moving through them.
There may well be other methods that aren't practical today; the second
two are generally used to test equipment for tolerance against the first.
The best bet for 2050+ is probably the third, although I'd be surprised
if you got it under briefcase-sized for any decent field of effect.
Corrections from physicists not merely welcome, but encouraged.
