I had been toying with this idea myself, and was thinking about writing an
article for Shadowland or the Suplemental about it. I'll email you some ideas
for using magic in the years 1997-2050 in the next day or two, I need to
write them down.

For Tech, I would say that there are several catagories at which tech is
available:

Early Prototypes
Later Prototypes
Early Models
Mature models.

What stage a piece of tech is in at the time the PC gets it makes a big
difference in how well it works for him/her. Early models will cost MUCH
more, be more difficult to aquire, cost more essence, and most importantly,
be unreliable. Each piece of tech might cause side effects, or simply fail to
work when needed. Remember, what the surgeons know in 2057 is what
they learned from the poor "test subjects" of 2011.

The only advantage is that a piece of tech isn't likely to be illegal until it is
mature, at least.

BUT! Early models will be relatively unknown, giving you that slight edge on
the street that might just make it all worthwhile....

Assuming, of course, those early models don't just kill you
themselves...("What do you mean my 2028 datajack gave me lethal
biofeedback? That's not in the book!")
