That cleared it up, except for one issue. I know
that the rules specifically say that they can't
be used with Boosted Reflexes or Wired Reflexes,
but if the character doesn't have either of those,
or move by wire, can a cybered person still use
it?

"They" being Increase Reflexes spells, lost in snipage.
Yes, if you don't have any magic, cyber, or other effect boosting your
intiaitve dice, you can, almost without question, benefit from that spell.
You did leave the "synaptic accelrator" off your list, but the SR3 version
says it is not comaptable with ANY other increase to intiative dice.
