Note that I wasn't saying orks are stupid, I was saying that though a
character may have a very high Intelligence (= Perception), he may not be
very smart, or the other way round.

Granted the main character in the Changeling novel was a troll, but I
like how they described him being highly intelligent (he was working on
biogenetics afterall) but he had to focus his thoughts. His thinking was
forced and thick, kind of like pushing or throwing a ball in the deep
end of a swimming pool. If he wasn't born an ork this would be even more
pronounced, expression is violent and painful, sometimes taken weeks
which is usually the result of the agressiveness and violent tendencies
or the goblin meta-types.

I agree that this is the norm... If I were to run across a dozen orks with
an intelligence greatern than four within the Seattle Plex, I would be
amazed... Bull is a very rare exception to the rule, and that is understood
by both player and GM...:) Besides, Bull had to work VERY hard to get where
he's at, and well, threaten his family or friends and even if he is a
decker, you'll see that violent nature taht Orks sometimes have...

Besides, think about this... Bull spent 40 some karma and about $200,000
Nuyen getting to be this smart...:) That's a lot...:)
