Theres a very simple reason for the variation in speed for international
surface mail. Surface mail goes in a cargo container, and the container is
shipped (by boat) once it is full. So if you send it TO some place that
RECIEVES a lot of mail FROM your location (or whatever large area sends its
stuff to the same bin), its moderately fast (the quoted speed). Otherwise,
its slow as all hell (the observed speed), because the stuff just sits
around waiting to be shipped. When I shipped some stuff last year, they
said it takes about 10 days to fill a bin (located in NYC, the central
surface route for all US mails) headed for Europe- imagine how long it takes
to fill one headed to Australia, or how long it takes Australia to fill up a
bin headed anywhere else(presuming they use a similar system).
