Well, account for the distance and simply reduce the flux rating accordingly
(in physics you use the inverse square law, so it is even nastier). So
looking up the range table for a flux 5 transmitter, it would have a device
rating of 1, 2 at range 4 and so on.
Also, jammers act as beacons for Harm missiles.
Given the large number of drone hunters out there with zapper rockets,
surely there is somebody in a highly populated city who would become irate.
Very irate!
