Not having played a Rigger I can't quote rules at you, but it is possible for
a Rigger to take control of another Drone. It involves a contest between the
two riggers (I'm not sure which stat) and ECM/ECCM is taken into account (I
think). It's not easy, so not just anyone can do it, but it is possible.
And even if they can't be controlled, just jamming them would be enough
anyway.
