Puhhh..
I think that most hostst have an emergency-system for this, so an *intranet"
would surely work. But if you're not inside the system but coming from
elsewhere, it's dificult. On the other hand there is only a minimum of juice
rewuired to runa electronical fibre-optic-phone-system so I would suggest an
emergency-system for the phone-companies as well, at least in urban areas.
In arears less dense inhabitet maybe ther is a short inetrrupt for a few
seconds, until the backup kicks in..
