If were talking about keeping mages locked up, how about just keeping them
doped up to the eyeballs so they can't concentrate on anything?
Or Hook them up to a SimRig and give them a virtual world to live in for the
duration of their sentence?
Or if we are being very cruel hook them up to a bio monitor that monitors
brain activity, so if they go astrally active the monitor a) sets off a
alarm and b) pumps them so full of drugs that when they do return to their
bodies their out-cold for the next 48 - 72 hours or so.

Fast enough to prevent a spell getting away? Probably not.
That's the main concern here, I think, their spellcasting ability,
not so much their astral abilities (which are a lot easier to
contain, and much less lethal).
