Well, that depends on whether or not these inmates have to be treated with
kid gloves. I doubt they have to be treated that way, so I'd think that a
lobotomy would do the trick. The info is still there in the brain, but the
person cannot plan or use it. Ask them, and they can tell you what they
know. But they have lost the ability to use it actively.
With the tech that is available in 2050+, there might be a drug or a
reversable implant that would be installed, that interfered with the
brain functions. Or you could have them permanently hooked up to simsense
unit for their stay. (The book _Mona Lisa Overdrive_ had a former inmate
who had terrible nightmares and episodes from such treatment).
That's the way I'd do it. In 2050, if you go to prison, count on having all
cyber/bio mods deactivated (probably permanently) and magically active
people get their brains fried.
