Do you mean, those that only have one initiative die can reroll sixes, or
only one six can be rerolled?

As a house rule, I let one of my players intiative dice be off-colored.
(So 3D6, would be one red and two white). The red dice is the only
one that obeys the rule of sixes. Yes, if a player has only one init dice
it obeys this rule. It doesn't seem to unbalance things, and lets
normal "people" occasionally compete with shadowrunners etc.

I do the same. And I apply the rule to NPC's initiative also. It
creates a level of uncertainty in that the wired PCs can't be
guaranteed that they will go first every time. It makes the players
a little more careful, which is a good thing IMHO.

Each character only has one initiative die (preferably different than the
others) that the rule of six affects. (personally, although I haven't tested
it yet, I like the open-ended rules that were posted a week or so ago better
than this or any other initiative rule I've seen so far.)
