You probably read it in a Larry Niven book, he used the idea in both
Fallen Angels and Footfall IRC.

The Fallen Angels story would make a great role-playing scenario:
couple of guys from zurich-orbital (is thats wat its called?) crash
land on earth, some people want them dead, runners have to get them
back up using some kind of illegal transport. (Ie. stealing an old
rocket from a museum!)
