As I understand it, the rating of the library is the maximum force
level of the new spell that you might want to learn. For example, If you were
learning Mana Bolt with a L3 library, you could only learn a Mana Bolt L3. I
have no idea why a beginning character would worry so much about getting a high
level library. If you aren't going to be learning spells for awhile, don't
worry about it. One note, you can share libraries. That is the whole point of
initiating, well one of many points. You gain access to a nicely rated library,
for learning new spell. The same goes with Shamins and their Lodges.
