It was mentioned several times here the term licensed magician or
licensed spells (in the self-defense vs. magic murder discussion).

Did I overlook something?
I don't know any rules regarding this, though I remember dimly something
about registering and ritual sample.

Can someone enlighten me?

Sure, I can try. :) Basically, the information you need is in the Lone Star sourcebook.
It gives fees for being a licensed magician (this, of course, requires a SIN and is the
only way to use magic legally, IIRC), for registering foci, etc. This is only necessary
if you want to play a licensed magician. If you are not licensed, you can't use your
magic legally. Then again, most shadowrunners do lots of illegal stuff, so this is only
another set of laws to break.

If you need specific information (i.e. you want to know the specific costs of being
licensed, etc) let me know via private e-mail and I will look it up for you.

Great Britain requires that ALL Awakened citizens be registered and
provide ritual samples (see London Sourcebook), but most jurisdictions are
much less strict. The UCAS requires a permit for the use (only, afaik) of
any spell, focus, or spirit of force 3 or higher. MiTS mentions both of
these in its intro "magic and the law" section, but I have not yet found any
more specifics. I'm not sure if any previous book ever did provide much
specific info, such as fines, legality ratings, permit costs, etc. MiTS
does provide them for ritual materials and spell Formulas, but not for some
other magical things (like foci, libraries, lodges, conjuring materials...)
