You read it wrong. A shaman may summon one spirit in a
particular Domain, such as Forest, and tell it "I want you to
use Accident on anyone who comes through this area." The spirit
will hang around, waiting for someone to use the power on. The
shaman may have more than one service due to him.
Then, the same shaman may identify with the Sky Domain, and
summon a Sky spirit. He loses any *additional* services due to
him from the Forest spirit, but the Forest spirit will still hang
around until sunset/sunrise, waiting to fulfill its orders.
Say the shaman tells the Sky spirit to use Concealment on him.
This spirit, too, owes the shaman a few more services, but the
shaman really needs a Mountain spirit. When the shaman attunes
himself to the Mountain domain, the same thing happens. He loses
any additional services that the Sky spirit owes him, but that
spirit is still Concealing him, and the Forest spirit is still
waiting to ambush someone with Accident.
Now, the shaman summons up a Mountain spirit, and gets several
services. His player decides not to push it anymore, since the
other players are getting sick of watching him roll dice for
minutes on end. The shaman then tells the spirit he'd like it
to Guard him on the way out of the mountains, Increase his
Movement, and incidentally, guide him out of the mountains
since he's become a bit lost ever since the firefight with the
corporate guards who are currently on his trail...
The shaman gets out of the mountains in record time, and to the
docks of a small fishing town. He steals a boat, and, you
guessed it, conjures a lake spirit. There are still several hours
to sunset. He's left the mountain spirit behind, since he's now
well out of that domain. He tells the lake spirit "Guard me and
Conceal this boat." (he only got two services.)
Out in the middle of the lake, he finally realizes there's going
to be a storm. Not wanting to sink, he reidentifies himself with
the Sky domain, and tries to conjure a Storm spirit. He fails.
Why? Because you can only have one spirit per domain, and he's
already got a Spirit of the Sky. =

Thinking frantically, he orders his sky spirit to keep the boat
safe. Ooops. The GM laughs maniacally, and tells the player that
he doesn't have any more services from that spirit, because he
switched Domains.
As the rickety fishing boat sinks into the water, the player
curses himself for not doing the obvious thing, and dismissing
the Sky spirit earlier, so he could charter a *real* boat and not
one that was in the repair yard... after all, the Sky spirit was
Concealing him. <g> Or at least dismissed the spirit once he was
well out into the water, so he could have summoned a Storm spirit.
