Yep, thats what I've got:
"once activated the focus operates as long as it is on the magicians
person, whether he wears, carries or holds it in his hand, pocket or
pouch." SRII pg137
If it leaves his person it is deactivated.
under spell locks it says
"The magician who creates the spell lock can activate and deactivate
them at will." SRII pg 138
For anyone else activation is by touch
