When spirits and such manifest, they are essentially projecting into the
material plane, in the same way a mage projects astrally. Both can cast
spells while projected to the respective planes. Mages manifesting from
astral to the material are still in astral,and therefore cannot cast to
the material unless there is something to ground to.
