In spells where it is a factor (completely unresisted spells, like "heal",
"increase attribute", "light", "shadow" and
"silence"), it is include in the
SPELL DESCRIPTION. It does not apply to other spells.

BTW, Steve, what's up with the "ice sheet" spell? For this one spell,
force seems completely irrelevant; the size of the surface is determined
purely by the casters magic, and the TN to not slip / crash is always 6. Only
if the spell is being defended against (but how many mages allocate defense to
the ground beneath them) does "ice sheets" force even com into play. I can't
even be dispelled, as its an instant spell, and the ice melts at a rate not
dependant on force. This seems rather inconsistent- a force 1 "ice sheet" is
pretty nice, given its effect!

BTW, I finally found where I was basing my errors. Mongoose and the rest,
Footnote 24. Combined with not really seeing it in the spell descriptions,
I extrapolated to the entire spell list. My error.

Man oh man am I never gonna playtest again making rules errors like that...

Anyway, for use as a House Rule (which I guess is what I've been doing) it
actually works really pretty good if you want to keep a handle on magic.
It keeps the spell-chuckers from getting really gross if you use it as a
Net cap on successes, not as a Gross cap. In other words, it's the max
amount of successes that can be gotten after an resistance tests.

I hate being this wrong, even if I do know exactly why and it's logical...
