It does not increase your chances of hitting, but other rather nice effects can be applied. A rather nice effect I would apply to a bullet for a Barrett Sniper Rifle would be to have a detect barrier with a radius of say 10 meters, then when it detects a barrier, have it trigger the Shattershield spell from the Awakenings sourcebook. If your shattershield spell is powerfull enough, then you have elimenated a defense your target thought would help him(her) survive. This can be a very handy tool in the hands of an assassin.
You could also anchor some area effect damaging manipulations to the bullet so that with one round you can affect multiple targets. Anchoring from the Grimoire Second Edition opens up a lot of possibilities for deadly ammunition. However it would be very, very expensive Ammunition.
