That's what happens today when a mage reaches the border of atmosphere but
if you want to GM a game settled for a part in space (if it is totally in
space, it's perhaps better to choose another game..), you can consider that
when population begins to live in a confined area like zurich orbital or
any other spatial base, it tends to bring some reality to magic. It should
so be possible to cast some underpowered magic.
